Comparing institutions and associations on abandoned public goods
The State Property Agency has participated in the event promoted by Cittadinanzattiva – The reuse of public assets and the enhancement of the territory: art.24 as an opportunity for participatory management through circular subsidiarity – in Rome. With this initiative, a shared path is set up between institutions, municipal administrations, experts and civic organizations to identify methods and tools that facilitate the regeneration of unused and abandoned public assets that favor the development of the territory.
The event, moderated by the Secretary General of Cittadinanzattiva, Antonio Gaudioso, was attended by Roberto Reggi, Director of the State Agency, and for the Environment Commission, territory, public works, the Chamber of Deputies, President Ermete Realacci and Chiara Braga. At the end of the debate, the municipalities and associations present participate in the tables of works designed to exchange ideas and best practices.
The Director Roberto Reggi, during his speech, confirmed the Agency’s strong commitment to streamline administrative procedures to facilitate the enhancement and re-use of real estate assets, particularly for state-owned assets. “Thanks to the application of Art. 26 of Sblocca Italia – said Reggi – it was possible to start, for example, in the city of Bari a redevelopment project of the former Bonomo Military Hospital to counter the housing emergency “. “Furthermore – added the Director – the former Manderalale Le Badesse of Macerata Feltria will be returned to the citizens to become a health facility. The tender for the realization of the ex-prison enhancement project that will be usable again has just expired “.
In this direction, in October last year, the Agency signed a Memorandum of Understanding with Cittadinanzattiva Onlus and Fondazione Patrimonio Comune (ANCI), aimed at promoting initiatives to revitalize unused buildings, thanks also to the ideas of individual citizens and associates. The objective is to foster social cohesion in local communities, promoting culture and art, care for common goods, support for disadvantaged social groups and the entry of young people into the labor market.

Dozens of municipal administrators from all over Italy, experts, civic organizations and citizens have started an innovative path promoted and managed by Cittadinanzattiva to “identify ways and tools that facilitate the recovery and reuse of unused and abandoned public goods, thus favoring the enhancement of the territory “, with particular reference to art. 24 of Law 164 of 2014, the so-called “Sblocca Italia”.
An article better known for having introduced the innovation of the so-called “administrative barter” (an exchange between municipal administration and citizen, with the concession of a reduction or exemption of taxes in exchange for works or interventions of public utility), but reduce it to this , for the organizers of the Workshop, it is limiting.
In fact, the recovery of public buildings (state or local) in a state of neglect to reclaim them to the community goes in the direction taken by art. 118. (u.c.) of the Constitution which provides, precisely, that public administrations favor the participation of citizens. And art 24, for Cittadinanzattiva, represents “an important opportunity to realize a new model of democracy in which citizens, together with institutions, participate in the government of public policies, discuss, decide, find solutions and implement them”. With regard to that immense real estate assets partly sold off or abandoned (but partly also assigned with other administrative instruments, for requests for valorisation: over 3200, and the procedures are being completed to assign shortly another 2000), to fill public budgets while we proceed, paradoxically, to new cementification and soil consumption. There are approximately 32,500 public buildings in the public domain, the director of the Agency of the state property Roberto Reggi informs us of his intervention, of which we can finally find out the status and the economic value, individually, well for good, by accessing the website of the Agency and clicking “opendemanio”.
This path, starting from today’s event, said Antonio Gaudioso, general secretary of Cittadinanzattiva, “represents a moment of confrontation between municipal administrations, civic organizations and experts, in which we have been able to share opportunities, experiences and paths among peers. concrete methods of recovery, reuse and revitalization of public spaces that can benefit the community and local communities “. Which will also be one of the main themes of the next National Congress of the association, entitled “Incluso Io”, scheduled in Fiuggi from 26 to 29 May.
“If there is no common action in this logic of subsidiarity, there can be no good policy,” said Ermete Realacci, president of the VIII Committee of the Chamber on Environment, public works, in his greeting, highlighting the case of this rule , built with the contribution of the association, is an example of good practice to be valued. Attention then, he added, to that restrictive interpretation of the Court of Auditors, which would like to limit the “administrative barter” only to the same supply chains (for example, tax debt for waste tax can be offset with cleaning work, and so on) . On this line of thought that tends to limit the scope of innovation, Realacci invites vigilance.
“The norm has sown its fruits whose effects go beyond what is expected and which we will see over time,” said Chiara Braga, speaker at the “Sblocca Italia” Chamber. And he gives two examples: one concerns Law 9 of 2016, which extends the scope of Article 24, citing it and providing for the enhancement of public assets also for the recovery of facilities for sports activities with social and aggregative purposes; and the other is the work being done (“delicate and difficult”) to prepare the law on the containment of land consumption, which “on the virtuous example of art. 24 which involved active citizens, can only be accompanied by incentive rules for the recovery and redevelopment of the territory and cities, “said the deputy.
Four working groups in which the approximately 80 participants of the conference met and who finally put forward some concrete proposals, including:
1. Regulations, Regulations, Transparency: establishing a national and international network / platform; clearer definition of the assets that distinguishes the public ones from the common ones with a complete and available mapping; monitoring that evaluates the social impact of the projects, which would help transparency and selection; to create professional figures like that of the civic mediator and to insert him in an organic plan in the Institutions;
2. Type of goods and destination: create a reference team that follows the entire route; develop participatory governance model; create a help desk to meet the needs of associations with professionals who support projects; dissemination of good practices.
3. Funding, Economic Development, Sustainability: promoting the legislative implementation of Article 24 by contextualizing the instrument and finalizing it so that re-use can be considered as “a great infrastructure for the country”; to develop a financial fund with a high social impact (guarantee fund with 10-15 year return / social bonds based on a conscious waiver of subscribers at 0.5-1 per cent of the annuity);
4. Models and networks: Making simple rules; produce explanatory materials based on legitimate legislative and practical content; create a counter for the reuse, with the creation of the figure of a neighborhood management, mapping of the practices.
Conclusions and general objectives: soon to be able to elaborate to circulate Guidelines that can trace modalities and operative indications; second, to create a real community of people who work together in a stable way to promote these strategies. The way is still under discussion.
