  1. Because the PA reforms have failed

It is from the second post-war period that we hear about the reform of the Public Administration, yet very little seems to have changed.

Why? Because everyone makes the same mistake: trying to change the PA from within.

This approach has never worked and therefore needs to be changed, starting with the shareholders of the PA

  1. A reform with zero standards

The reform of the PA cannot take place with new regulations. There are already good rules, launched over time, and public administrations only need to implement them.

Therefore: avoiding new laws, rearranging existing ones, simplifying the overall reference framework.

  1. Incentives and disincentives

If not even the laws have succeeded in convincing the Public Administrations to be transparent and efficient, how is it possible to succeed from the outside?

With a system of incentives and disincentives, which rewards virtuous administrations and penalizes non-virtuous ones.

Until now, the PAs had no advantage in doing better: all of them, in fact, continued to receive state transfers regardless of their performance.

The only really convincing incentive is that the State gives more financial resources to the Administrations that work well and less to those that show inefficiency. Or, Cassa Depositi e Prestiti could grant them more or less advantageous rates on loans.

  1. The Sustainability Rating to evaluate the PA

How do you evaluate which are the most deserving public administrations?

With a tool used for a long time in world markets to evaluate companies: the Rating. Based on this, investors decide where and how much to invest.

For some time now, the financial-only ratings have been joined by other more complete ones, called Sustainability Ratings, which use criteria that are not only economic and financial, but also qualitative, such as governance, the relationship with citizens, with businesses, with the environment. Why not do the same with Public Administrations?

  1. Rewarding the virtuous PA by spending less and better

The Rating of Sustainability would allow the State to equip itself with a compass to move among the Administrations: thanks to it, it could check, for example, which are the most virtuous Regions, not in the abstract but in the given conditions.

This would also make it possible to act on public spending: having a transparent and efficient public machine also means spending less and better.

  1. The fundamental role of stakeholders

It is clear that the adoption of a Sustainability Rating requires a lot of political courage on the part of Government and Parliament, but also on the part of citizens, businesses, banks. Why? Because it is about changing our way of thinking and starting to do something constructive in the first person. Such as? Helping to build, disseminate and use the Public Rating of your Municipality and your Region.

  1. The benefits of the Sustainability Rating

Among the benefits that the Rating can bring, over time:

  • reward merit and penalize inefficiency in the PA,
  • make transparency affordable,
  • prevent corruption,
  • push governments to efficiency,
  • save public money and spend it better,
  • deliver financial resources for growth.

It is not a proposal for the future, but a project already started, a tool that can be immediately used by everyone.
